The delay is not on the wire; it is in a queue somewhere, waiting for its turn.

Cheap memory, long queues
Memory got cheap, so equipment was given enormous buffers, and rather than dropping a packet it now queues it for seconds.

Active queue management
Dropping or marking a packet early is the signal that makes senders back off, which is the whole fix.

Fairness between flows
One heavy transfer should not be able to starve everything else, and whether it can depends on how the queue is organised.
